28. BOYER DE SAINTE-SUZANNE (Victor-Emile-Charles). Observat - Lot 28
28. BOYER DE SAINTE-SUZANNE (Victor-Emile-Charles). Observations on the distribution and sub-distribution of the military contingent. Amiens, T. Jeune, 1860. Small folio, 23 p., [9] f., fawn half-calf with corners, ornate ribbed spine, gilt fillets on spines, gilt head. In this work, printed in small numbers, Boyer de Sainte-Suzanne proposes that the basis for the distribution of the army's conscription quota should be the number of young men recognized as fit for service, rather than the number enrolled. The idea was to avoid emptying certain cantons of their agricultural and industrial workforce, to the benefit of other cantons less affected. Several pieces of correspondence are bound together: a letter of non-receipt from the Ministry of War and 3 LAS from Marshal of France Jean-Baptiste Philibert Vaillant (1790-1872), clearly more favorable to the proposal. Other letters and handwritten notes abound. Provenance: the author himself, attested by the armorial bookplate affixed to the back cover of Baron Emile-Victor-Charles de Boyer de Sainte-Suzanne (1824-1884), Prefect of the Empire and Governor General of the Principality of Monaco. Binding slightly rubbed.
